What pollution-control consent is

Industries with the potential to pollute must obtain Consent to Establish (CTE) before setting up, and Consent to Operate (CTO) before commencing operations, from the State Pollution Control Board under the Water Act, 1974 and the Air Act, 1981.

Units are categorised as Red, Orange, Green, or White by pollution potential, and the category drives the consent requirements, the fee, and the validity period.
